BASIC PROVISIONS

Article 1.

Alternative for Croatia (hereinafter: the Party) is founded on the free will of its members and operates based on democratic principles, in accordance with the Constitution and laws of the Republic of Croatia.

This Statute regulates: the name and headquarters of the Party, the Party's symbol, representation of the Party, goals and methods of action, provisions on membership, organizational forms, governing bodies (election and removal procedures, term durations, and decision-making methods), resources, the possible dissolution of the Party, and procedures regarding property in case of dissolution.

Article 2.

Words and terms with gender meaning in this Statute apply equally to both male and female genders, regardless of the grammatical gender used.

Article 3.

The full name of the Party is: Alternative for Croatia.

The abbreviated name of the Party is: AfC .

The Party's headquarters is in Zagreb, and the President decides on the exact address.

Article 4.

The Party has a symbol in the shape of a blue circle with the abbreviated name of the Party written in white in the center of the circle, where most of the letter H extends outside the circle and is colored in the same blue (hex color: 0098ff).

The Party has a seal, the appearance of which is determined by the Presidency.

Article 5.

The goal of the Party's political activity is to build and preserve justice, legality, and peace, and to fight corruption by protecting and promoting individual and collective rights and interests. The Party values and promotes equality, work, entrepreneurship, knowledge, innovation, optimism, trust, and solidarity. These are the fundamental principles of a modern 21st-century social state, which respects past experiences, creates a successful society, and lays new foundations for a stable future.

The Party supports a political system that ensures societal progress based on the values guaranteed by the Constitution of the Republic of Croatia and laws. Its goals are directed toward building a prosperous society, achieved through three key areas: anti-corruption, development policies, and transparency.

The Party will achieve its goals, in accordance with members’ decisions, by participating in local, national, and European elections, and through other democratic processes and political activities.

The Party acts according to programs adopted by the Presidency or the Assembly.

Article 6.

The Party is represented by the President of the Party.

The President may authorize other individuals to represent the Party in specific matters.

Article 7.

The Party operates on transparency principles, and non-members may participate in its expert bodies. The Party can cooperate with individuals, groups, and associations that support its goals, while central bodies may limit public access if necessary.

MEMBERSHIP

Article 8.

Any adult, legally capable citizen of the Republic of Croatia may become a member of the Party if they accept its goals and way of functioning.

Former members who wish to rejoin can do so only with the approval of the Presidency.

Article 9.

To join, a person fills out an electronic Membership Form on the Party website, which includes at minimum: name and surname, address, date of birth, mobile phone number, email address with consent for communication, and acceptance of the Party's goals, methods, and Statute. By submitting the form, the person applies for membership.

The decision to accept or reject membership is based on a properly completed form.

The Presidency decides on membership within ninety days. Its decision is final.

The appearance of the form is determined by the President.

Article 10.

The Party maintains a member registry containing all members (the "Member Registry"). The registry includes data from the Membership Form and other necessary information.

The Secretariat is responsible for maintaining the registry.

Article 11.

Members must participate in Party work, promote its values and programs, pay membership fees, vote and be eligible for Party bodies, run as Party candidates, and inform the Party of any status changes relevant to membership.

Members elected to representative bodies or nominated as Party candidates must assist in Party electoral and political activities.

Anyone convicted of economic crime, corruption, crimes against honor, or sexual offenses cannot run for Party bodies or as Party candidates. Exceptions may be decided by the Presidency.

Article 12.

Members must regularly pay membership fees.

Members are exempt from fees until the amount is decided. The Presidency sets the fee, which may vary depending on member status (e.g., students).

Members may be exempt from fees with special approval from the President.

Members who do not pay fees for a year become supporters and lose voting rights within the Party. Irregular payment means missing three or more months in a year.

The Presidency may exclude members who fail to pay regularly.

Article 13.

Membership ends by death, resignation, exclusion, loss of Croatian citizenship, or other ways defined by the Statute.

Article 14.

Members may be excluded if their actions conflict with the Party's goals, programs, or methods, even without explanation. The Presidency decides on exclusions, and excluded members cannot appeal.

The exclusion decision does not need to contain justification and is delivered via email.

CENTRAL BODIES

Article 15.

The central bodies of the Party are: the Presidency and the President. In addition, the Secretariat and other auxiliary bodies may operate, which can be established by the Presidency by decision.

While the Secretary-General or members of the Secretariat are not appointed or are absent, the Presidency assumes their responsibilities and performs their tasks.

The Presidency may establish bodies for political activities by its decision.

Article 16.

The Assembly is the highest body of the Party. Decisions of the Assembly are binding for all other Party bodies.

The Assembly adopts the Party Statute and programs and their amendments at the proposal of the Presidency, elects the President and Vice-Presidents, discusses and decides on the Party’s work report, and decides on the dissolution of the Party.

The Assembly decides on amendments to the Statute or programs by a two-thirds majority of all members present. The Assembly’s decision on adopting amendments is final.

Amendments come into effect immediately upon adoption, unless the Presidency decides otherwise. The amended Statute or program must be published on the Party’s official website as soon as possible after the decision.

Any member of a central body can be recalled by a two-thirds majority of the Assembly. Upon the decision of the President’s recall coming into effect, elections for a new President are called.

Article 17.

The Assembly is held at least once every four years, but the Presidency may decide to extend this period.

The Presidency convenes the Assembly by its decision. The convening decision defines the method of electing its members, as well as the place and time of the Assembly.

Article 18.

The Assembly consists of all regular Party members.

Article 19.

The Assembly validly decides if, at the time of voting on each item, more than half of the total number of Assembly members are present, and decisions are made by a majority of votes cast, except in cases prescribed by this Statute. If multiple proposals exist for the same item, the proposal with the most votes is adopted.

Article 20.

The Party Presidency is the executive body of the Party.

The Presidency implements Assembly decisions, decides on political activities and positions, proposes pre-election and post-election coalitions, convenes the Assembly, determines guidelines for managing the Party’s material assets, and makes other decisions in accordance with the Statute.

The Presidency consists of the President of the Party and up to two Vice-Presidents. Members of the Presidency are authorized to legally represent the Party. The President convenes the Presidency and proposes the agenda.

The Presidency may convene the Assembly via correspondence.

The Presidency interprets the Statute.

The Secretary-General prepares the work of the Presidency and is required to participate in its sessions but has no voting rights.

The President decides which Vice-President will replace them in case of absence.

The Presidency may validly make decisions when the majority of members are present and decides by majority of votes, unless otherwise stated in this Statute.

Article 21.

The Presidency, by decision and at the proposal of the President, may establish advisory, working, or other bodies, or appoint individuals to newly created functions within the Party.

Article 22.

The President of the Party is the central authority of the Party.

The President represents and acts on behalf of the Party in its affairs, implements decisions of central bodies, chairs the Presidency, ensures the Party acts in accordance with the Statute, appoints the Secretary-General, convenes Assembly and Presidency sessions, proposes the agenda, proposes candidates for presidential, parliamentary, local, and European Parliament elections, and performs other duties not assigned to another body by the Statute.

Presidential elections are conducted at the Party Assembly. The President’s term lasts four years.

Article 23.

The Secretary-General manages the Party’s operations, organizes and coordinates the work of central bodies, ensures technical execution of their decisions, coordinates media communication, and performs other duties defined by the Statute or the Presidency’s decision.

The Secretary-General is appointed and dismissed by the President. The term of the Secretary-General is four years.

The Secretary-General heads the Party Secretariat.

The Secretary-General ensures execution of tasks within the President’s scope, manages the Party’s material and financial operations according to legal regulations, prepares and timely submits all necessary documents to state authorities, and maintains the Party archive.

The Secretary-General is accountable to the Presidency for their work.

ORGANIZATIONAL FORMS OF THE PARTY

Article 24.

The Party may establish branches. Regional branches are formed for one or more counties, while local branches may be established for one or more municipalities or cities.

The Presidency prescribes the Rules for the conditions, establishment, and operation of branches.

Applications to establish a branch are submitted to the Presidency, which makes the final decision.

FINANCIAL OPERATIONS OF THE PARTY

Article 25.

The Party operates as a non-profit organization, and all collected funds are used exclusively to achieve the goals established by the Statute and program documents.

The Party finances its operations through membership fees, donations from individuals and legal entities, funds from state and local budgets, and other sources in accordance with applicable laws regulating political party financing.

Members and donors who financially support the Party acquire no special rights based on their contributions.

OTHER PROVISIONS

Article 26.

The Statute is the highest act of the Party, and all decisions and other acts or actions must comply with it. The Presidency is authorized to adopt general and individual decisions and acts implementing the Statute, unless the Statute grants this authority to another body.

Article 27.

The Party may cease to exist by a two-thirds majority decision of the Assembly.

In the decision on dissolution, the Party’s assets will be allocated, and any assets not covered by the dissolution decision will be transferred to the ownership of the Red Cross.
